San Antonio Fire and Police Pensioner’s Association Meeting

CALL TO ORDER: The meeting of the San Antonio Fire and Police Pensioners’ Association was called to order on Tuesday, February 12, 2019 at 1:30 p.m.at the San Antonio Fire and Police Pension Fund Headquarters, 11603 W. Coker Loop, San Antonio, TX 78216; the president being in the chair and the secretary absent.  Mary Holub was appointed secretary pro tem.

Prior to the opening ceremonies, President Trainer announced that there would be no refreshments after the meeting because of the previously planned closing of the kitchen due to the pending relocation.

OPENING CEREMONIES: Rev. A.D. Smoot gave the invocation and William Lambrides led the pledge of allegiance to the flag of the Unites States of American and to the Texas flag.

ROLL CALL:  The following members were present:  Mike Trainer, president; Bart Moczygemba, vice-president; Charles Ricketts, treasurer; Joe Carrillo, Police Corresponding Secretary; David Perez, Fire Corresponding Secretary; William Lambrides, Sergeant at Arms; and Mary Holub, Parliamentarian.  Earnest Gay, Secretary, was excused.

MINUTES:  The minutes of the previous meeting were approved as read.

SPEAKER OF THE MONTH:  There was no speaker.

REPORTS OF OFFICERS and COMMITTEES:

President Trainer apologized for an error he experienced wherein he double-billed his expenses—once when he registered for the TEXPERS meeting and then when he completed his trip.  He plans to change his method of turning in his expenses.  He reported on a TEXPERS two-day workshop he attended in January 2019.  He plans to attend the TEXPERS meeting in April 2019.

 Regarding the restructuring of the committees, he announced the opportunity to volunteer was still currently open.  He mentioned the following committees for which there were volunteers:  PAC – Joe Carrillo and Bart Moczygemba; Pension Committee – Charlie Ricketts and Bart Moczygemba; Health Committee – Earnest Gay and Charlie Ricketts; Luncheon/Events Committee – Earnest Gay, David Perez,  Ron Sidell and his wife; Family Resource Committee – Charlie Ricketts and David Perez; Bylaws – Mary Holub, Bill Lambrides and Charlie Ricketts

Lastly, he announced that at a called Board meeting on January 29, the members approved the endorsement of Ray Lopez for the vacancy in District 125 and approved a campaign contribution of $1,500.  The time-frame did not allow for an interview.

Treasurer:  Charlie Ricketts presented the report of the Audit Committee.  Bart Moczygemba moved the adoption of the audit report.  Motion was adopted.  Charlie Ricketts mentioned that Mrs. Baer requested that in the future all four quarters be presented at the end of the year.

Treasurer Ricketts read the January financial report.   He reported that Don Wagoner will prepare the income tax return.  Lastly, at the request of a member, he gave a report on the president’s recent expenses.

Corresponding Secretary Fire Perez reported the following deaths:  Retired Fire Captain Matt Muniz and Romie Summer Shattuck, 20 years of age, daughter of J.T. and Jennifer Trevino. Sympathy cards were sent to the families of the deceased.  Get-well cards were sent to: Larry Burns, Edward Guevara and Richard Acosta.

Police Corresponding Secretary Carrillo reported he sent get-well cards to: Retired police officer Eliseo Noriega (serioius medical issues) and Al Carnot, retired police officer (heart cauterization).  He reported sending sympathy cards to the families of the following who passed:  Rachel (Rocky) Kokal, wife of retired police officer Joe Kokal; retired police officer Jun Carlos Compactos; retired police officer Jerry Ray Whitson; and Mrs. Sarah M. Urban, wife of retired police officer.

President Trainer presented sheets of postage stamps with the SAFPPA’s symbol to both corresponding secretaries.

Pension Fund Committee Trustees Harry Griffith and Larry Reed were both available.  Larry Reed reported on the pension fund assets, status of proposed Legislative input, and pension committee elections. He also gave reports on Art Hall, interim city council member, Justin Rodriguez, County Commissioner, and Ray Lopez, seeking election for the District 125 seat. Harry Griffith talked about how the SAFPPA’s pension system functions, and gave a report on space availability at the Pension Fund Headquarters for the retirees.

Pre-Funded Health Insurance Committee Trustees Henry Trevino and Alex Perez were available for this report.  It was reported that the Fund’s Administrator was out of town on business and that the financial report was not available. The Boards is going to a two-day workshop in Austin, Texas, regarding policy reviews, investments, medications, and other pertinent subjects.

PAC Fund Committee/Endorsement Committee:  Don Wagoner talked about the donation to the Ray Lopez campaign fund.

New Business:  Richard Dailey made a motion to reinstate Joe Carrillo as chairman of the PAC committee.  The motion failed on a vote of 18 for and 26 against.

DOOR PRIZES:  Winners were: John Scott, Armando Yanstrosa, Richard Dailey, Mr. Turner, Abel Rodriguez, Elke Hester, Mary Holub, D. Scott and Victor Rodriguez.

GOOD OF THE ORDER:  None.

ANNOUNCEMENTS: Next meeting will be on March 12.
