FOR ZOOM MEETING OF JANUARY 11, 2022

CALL TO ORDER

The meeting was called to order at 1:30 PM by President Mike Trainer.

OPENING CEREMONIES

Our invocation was led by President Michael Trainer which was followed the members  reciting the pledge of allegiance.

REPORTS of OFFICERS

Presidents Report

President Trainer reported that we were unable to hold the in person meeting due to the Pension Fund closing for in person meetings due to the increase in covid-19 cases in the local area. The pension fund will remain closed doing business by phone.

There was a motion to delay the association Vote until we were able to have an in-person meeting.  Motion by Larry reed, seconded by Gary Seidel.  After discussion the motion was pulled.  There was a motion by Johnnie Teran to hold the February meeting by Zoom and have the election by Zoom at the February meeting.  Seconded by Earnest Gay. Motion vote was 24 in favor, 7 against, motion carries.  The February meeting with Association Board Elections to be held by Zoom.

Recording Secretary

The minutes of the, November 09, 2021 meeting were presented.  There were no corrections, additions or deletions noted.

Treasurer

Treasurer Charles Ricketts reported on the Associations’ deposits and expenses for November and December 2021, and gave a detailed explanation of monies in all accounts.

Corresponding Secretary – Fire

David Perez reported on deaths and illnesses of the fire retirees and family.  One of the deaths was a friend of David and Bart.

Corresponding Secretary – Police

Armando Ynostrosa was excused and sent in his report of illnesses and deaths.  Armando’s report was read by Recording Secretary Gay.

REPORTS of COMMITTEES

Pension Fund Committee

Larry Reed reported that the fund was at 4.08 Billion, which was up 360 million for fiscal year 2021.  This is approx. a 12.1% increase.  The fund needed 2.35% for the Trustees to consider the 13th check and 12.35% needed to consider a 14th check.  The 13th check will be discussed at the January board meeting.  Inflation numbers for 2021 were reported to be 6.5%-7%.  When the final numbers are released the Pension Fund will calculate the numbers and the COLA will be included in the January 2022 Annuity check.  Retirees prior to 10-31-1999 will receive 100% of COLA and those retiring 11-01-1999 will receive 75% of COLA. 

The legislative process for the 2023 session will begin in February 2022.

Pre-Funded Health Insurance Committee

The balance of the Pre-Funded Health Fund (THE FUND) was reported at 546 million, which is an 11.3% increase for fiscal year 2021.  Other news was the progress of the Fund owned clinics being built. The Rogers Rd clinic is on schedule to be completed May-June, The Ralph Fair Clinic has begun construction, The Schertz Parkway is ahead of schedule and predicted completion Sept-Oct.  The Brooks Clinic had a problem with the contract for the land and is in re-negotiation process.

PAC Fund Committee/ Endorsement Committee

Bart Moczygemba reported the elections are coming up and they will begin the interview process

PAC Treasurers Report

PAC Treasurer, Don Wagoner, reported on the income and expenses of the PAC and gave the balance in the account. 

GOOD AND WELFARE

Johnnie Teran brought up the topic of the Association donating to charitable causes and asked about becoming involved with the Alzheimer’s Fund.  President Trainer stated that this topic will be considered after the Association elections.

ADJOURNMENT

President Trainer adjourned the meeting without opposition.
