MINUTES OF March 12, 2019

CALL TO ORDER

The meeting was called to order at 1:30 PM by President Mike Trainer.

OPENING CEREMONIES

Our invocation was led by President Trainer which was followed by our Sergeant at Arms, Bill Lambrides, leading the members in reciting the pledge of allegiance to the flag of the United States and the flag of Texas.

SPEAKER OF THE MONTH

Our speaker for March was the Fire & Police health Fund Director, James Bounds.  James gave an explanation on how specialty prescription drugs are handled and determined by the Fund.  Our Fund’s PBM (Welldyne) uses the company Medi-span to determine our specialty drugs.  Specialty drugs are defined as drugs that are used to treat complex, chronic, and often costly conditions and are costly themselves.  The Health Fund divides drugs into 4 categories of Specialty, Name Brand, Generic and Interchangeable.

REPORTS of OFFICERS

Presidents Report

President Trainer reported that at the recent board meeting he was assigned the task of looking into a phone for the association so our members could have one number to call to get a hold of a board member for questions or concerns they may have.

The liability insurance for board or committee members is also being investigated.

President Trainer is working with the web site developer in trying to get the monthly cost of running the site lower and it may be determined that we could operate it internally once set up.

President Trainer has made several committee appointments and asked that the chair of each committee check the drop box on line to see a list of members that would like to serve on committees.

Recording Secretary

The Minutes of the February meeting were recorded by our Parliamentarian, Mary Holub, in my absence.  The minutes for the February meeting were presented and there were no corrections, additions or deletions noted.

Treasurer

Treasurer Charles Ricketts reported on the Associations’ deposits and expenses and gave a detailed explanation of monies in all accounts. Treasurer Ricketts made available the treasurers report and bank statements for anyone to view if they wished to.

Treasurer Ricketts also reported that our audit by M. Baer is being done and she has requested all quarters be presented for the annual audit.

Corresponding Secretary – Fire

David Perez reported that he had no deaths or illnesses to report this month.

Corresponding Secretary – Police

Joe Carrillo was not present and no report was given.

After the corresponding secretary reports I was informed that David has been having trouble with his e-mail provider and had not received notices.  This is a list of the deaths received by the Recording Secretary, Earnest Gay for the past month.

REPORTS of COMMITTEES

Pension Fund Committee

Both trustees Harry Griffin and Larry Reed were present for the meeting and reported that there is an upcoming election for some of the trustees and letters will be sent out only if the position has 2 or more candidates running for the position.

The fund is at 3.15 billion which is up 5% YTD.

There are currently 2 bills in the legislative session, HB3188 and SB1335.  The Senate bill deals with local control and needs to be watched by our legislative committee, but it seems to have minimal support at this time.

Pre-Funded Health Insurance Committee

Henry Trevino and Alex Perez were both present for the meeting.  The fund is at $389,544,710.76 which is up 3.43% YTD.

PAC Fund Committee/ Endorsement Committee

Bart Moczygemba reported on the PAC assets.  He provided information on income and distributions for the past month.

PAC Treasurers Report

PAC Treasurer, Don Wagoner, was excused for the meeting and PAC chairman Moczygemba gave the report on the PAC funds in his report.

DOOR PRIZES

There were 3 extra door prizes donated by Expressions Design (Armando Ynostrosa) for the meeting, 1 washtub car wash and 2 Bill Miller gift cards.  Winners of the Feb. door prizes are:
