MINUTES OF November 12, 2019

CALL TO ORDER
The meeting was called to order at 1:30 PM by President Mike Trainer.
OPENING CEREMONIES
Our invocation was led by Deacon J. Whitley which was followed by our Sergeant at Arms, Bill Lambrides, leading the members in reciting the pledge of allegiance.

REPORTS of OFFICERS
Presidents Report
President Trainer reported that our retirement checks will be deposited on Wednesday, November 27, 2019 due to the Thanksgiving Holidays.
President Trainer reported that he attended the TSR (Texans for Secure Retirement) board meeting and it was decided by the board to dissolve the organization by the first of the year. There will be one more board meeting in December to determine how to dissolve the organization.
President Trainer reminded everyone that there will be no meeting in December as stated in our by-laws. Mike Trainer also reminded the Police retirees of the Old Timers Christmas Party on Tuesday, December 10, 2019 at the Shrine Auditorium. Please bring a toy for Blue Santa.
President Trainer announced that at the recent Board/PAC meeting that we as an association will present fallen Firefighter, Greg Garza, family with a donation of $500. President Trainer says this is something we need to consider for LOD deaths. Payment was made directly to the family.
Recording Secretary Gay reported that due to the unusually high attendance for this meeting that the food prepared was not going to be nearly enough and asked if the Association was willing to buy some Pizzas to supplement the food so everyone will be able to eat after the meeting. Honorary Member Stanley Bernstein announced he would buy the Pizzas for the group.
Treasurer
Treasurer Charles Ricketts reported on the Associations’ deposits and expenses and gave a detailed explanation of monies in all accounts. Treasurer Ricketts made available the treasurers report and bank statements for anyone to view if they wished to.
Recording Secretary
The minutes of the October 8, 2019 meeting were presented. There were 2 corrections noted and made on screen.
Corresponding Secretary – Fire
David Perez was excused and he sent his report to Recording Secretary Gay for presentation. David reported he sent out 3 sympathy cards and 1 get well card on behalf of the Association during the past month.
Corresponding Secretary – Police
Armando Ynostrosa reported that he sent out 3 get well cards and 4 sympathy cards on behalf of the Association during the past month.
REPORTS of COMMITTEES
Pension Fund Committee
Larry Reed reported that the fund is at 3.3 Billion which is a record high. This is up 289 million (10.75%) YTD. There has been paperwork filed for a catastrophic pension on behalf of a Firefighter injured and severely burned in a fire 2 years ago. The legislature is not in session and the Fund will begin its legislative process for the next session in March 2020. Inflation for the first 9 months of 2019 is at 1.5%. The next board meeting will be Wednesday November 20, 2019 in this meeting room at 9am.
Pre-Funded Health Insurance Committee
Alex Perez reported that the fund broke the 400 million mark for the first time and is at $403,484,040.34. The Fund is still working out details on the 3rd clinic in the Culebra/Grissom Rd. area. /This 3rd clinic will be larger with more services available. The annual seminar was held last week, anyone that did not attend was asked to pick up their packet downstairs at the Health Fund Office.
PAC Fund Committee/ Endorsement Committee
Bart Moczygemba reported that the PAC will be donating $900 to the Blue Santa program, $500 to the John Courage campaign and they are in discussion on 2 other candidates. The PAC is looking into the golf tournament on 11-22-2019, the requirements are that there be 2 politicians on the team.
PAC Treasurers Report
PAC Treasurer, Don Wagoner, reported on the income and expenses of the PAC and gave the balance in the account. Don made the bank records available if anyone wished to look at them.
Election
President Trainer asked that the election process be turned over to Recording Secretary Gay. I, Earnest Gay accepted and asked the membership is they agreed with the appointment. There was no opposition noted. The nomination committee presented the following candidates in their report at the October meeting, President – Michael Trainer, Treasurer – Charles Ricketts, Corresponding Secretary Police – Armando Ynostrosa and Parliamentarian – Mary Holub.
Election for President I asked if there were any nominations from the floor, Member Raymond Perez nominated Jose (Joe) Carrillo for president. I asked Joe Carrillo if he was willing to be a candidate, his answer was affirmative. I then asked if there were any more nominations for president. There were no further nominations. Our by-laws require paper ballots for multiple candidates. Treasurer Ricketts made the necessary copies of the ballots for the election.
The 3 other elections were held while the ballots were being printed. Our Parliamentarian, Mary Holub, advised we need 3 tellers for the counting of the ballots. I, Earnest Gay, asked A D Smoot and J Whitley if they would be willing to be tellers. They both accepted and there was no opposition from the membership. Ballots were passed out and collected by the Tellers, then counted by each. Ballots for M. Trainer – 79, Ballots for J Carrillo – 28 and 1 blank (no vote) ballot. Each teller was asked if they agree with the count and all affirmed the count. Michael Trainer was declared winner of the President election.
Election for Treasurer, Charles Ricketts, after 3 requests for nominations from the floor there were none, Charles Ricketts was elected by acclamation.
Election for Corresponding Secretary Police, Armando Ynostrosa, after 3 requests for nominations from the floor there were none, Armando Ynostrosa was elected by acclamation.
Election for Parliamentarian, Mary Holub, after 3 requests for nominations from the floor there were none, Mary Holub was elected by acclamation.
DOOR PRIZES
There were 2 extra door prizes donated by Armando Ynostrosa. Winners of the door prizes were J Shepard, A Henley, M Baer, D Todd, G Casanova, Rosemary Walter, E Cortez and J Trevino.
ADJOURNMENT
There were 108 in attendance and after the door prizes were given, President Trainer adjourned the meeting without opposition.
